If school choice were ice cream, this new 250-page report from the Century Foundation might be compared with slightly sour skim milk. It's a commission product, issued by a panel chaired by former U.S. Senator Lowell Weicker, a group that seems to have exhumed the worst social engineering ideas of the past four decades while dumping all over real school choice.
