I've been hand-wringing about states applying for RTT money because they just need cash, not because they care about reform. This would mean their applications would be flashy and promise the moon and stars but that their commitment to reform is doubtful at best. Along these lines, a little while back, I speculated about Trojan Horse applications .
Since then, I've been collecting quotes from state officials that substantiate my worry. Here's the latest chilling example from NY Governor Paterson :
There is a potential $400 to $700 million that can come into this state to help pay some of these bills. Seven hundred million would be very helpful right now.
Secretary Duncan has been saying that if states are competing for these grants because of the money, they're doing it for entirely the wrong reasons. ??Good for him.
I hope his team is collecting these quote too.
