The state passed a weak legislative "reform" package in the last several days, hoping to position itself for a RTT grant. ??But the state, one of the few left without a charter law, considered and rejected an amendment that would have authorized charters. Supporters argued that the state would be at a serious disadvantage in the competition if it didn't embrace charters. ??Not so, said the state schools chief, because of the "cooperation" provisions in the application:
Kentucky Education Commissioner Terry Holliday told the committee that it (a charter law) could be a net drag on Kentucky's prospects because many teachers and superintendents support HB 176 (the weak reform bill) but oppose charter schools.
