I'm going to say more about The New Teacher Project's very useful report in a bit (see Andy's take here), but let me lodge one complaint. On page 22, the authors bemoan that Massachusetts received almost all the points possible for "improving student outcomes," even though its achievement gap has remained steady.
Would TNTP have preferred that white kids in Massachusetts made less progress than they did? Otherwise, why quibble with a state that's made across-the-board gains for all groups of students? This is the problem with taking the "achievement gap" rhetoric too literally.
