- Meanwhile, the Dayton Daily News has its own take on the state of play with regard to the EdChoice Scholarship program. that take is: Voucher usage has “skyrocketed” in Montgomery County and across the state in recent years, thus it makes sense that voucher opponents are choosing to file a lawsuit to kill the program at this moment.
