There is probably some more nuanced analysis required on these numbers, but preliminary student enrollment data from fall 2019 to fall 2020 indicate a sizable shift of students away from traditional school districts and toward homeschooling and virtual charter schools.
Achievement declines
Some serious data analysis is on offer in a new report from a pair of Ohio State University researchers, comparing various test scores across the state from fall 2019 and fall 2020. Learning losses across the board—with some important caveats—seem clear and stark.
Hard work rewarded
Breakthrough Schools in Cleveland recently held their annual “paddle raise” fundraiser. But instead of going back to the charter network for expansion plans, this year all proceeds went directly to Breakthrough teachers and front line staff as bonuses in appreciation for their hard work and dedication during the Covid crisis.
Charter funding proposal
Governor Mike DeWine introduced his executive budget for the next biennium this week. Among a number of important education provisions is a proposed boost of $24 million for the state’s Quality Community School Support fund. This will be an important provision to monitor throughout the budget process.
New funding bill
The executive budget did not include major changes to Ohio’s school funding formula with the governor opting to defer to legislators on the issue. As if on cue, the House introduced a standalone bill (HB 1) late this week which mirrors the previous Cupp-Patterson funding plan which was passed by the House but not the Senate last session. Bill hearings are expected to begin soon.
On the federal level
The Senate confirmation hearing for Education Secretary nominee Miguel Cardona was held this week. Cardona aired his, and the Biden Administration’s, views on many issues including Covid school reopenings, the potential of testing waivers for this school year, and charter schools. Cardona is expected to be confirmed soon with bipartisan support.
